What is the best approach for The Hague's city council to take in promoting tourism? What actions can it take to support that approach in the next five to ten years?

The Hague's city council is currently updating its tourism policy. The most recent policy paper dates from 1999. The city did not want to rewrite the policy but instead wanted to update its strategy and formulate the actions it could take in support of it in next five to ten years in a tourism action plan. The municipality requested input from various actors in the city and elsewhere. It called on LAgroup for assistance with some parts of the process. We helped by producing a scan of various reference cities in other countries and by organising and hosting a series of round-table discussions with representatives of the tourism sector in The Hague and elsewhere. The aim of this process was to formulate the strategic lines and identify the associated actions. We used the findings to formulate a list of fifteen actions and projects that will form the blueprint for the further elaboration and implementation of the tourism action plan.
