Once every ten years the Floriade international horticultural show is held in a different location in the Netherlands; an event lasting six months that attracts about three million visitors. Because the event location changes each time and is developed by a newly formed organisation, a great deal of know-how and experience is lost. An organisational structure was developed taking in consideration on the one hand the efficiency and flexibility required for a large scale event in varying locations and on the other hand the need for continuity and the maintenance of know-how.
