How should cities address opportunities and threats in developing and marketing cultural tourism?
   
  For the European Travel Commission (ETC) and the World Tourism Organization (WTO) an analysis was made of the current strengths and weaknesses of cultural tourism to Europe from an international perspective. In addition the opportunities and threats for cultural tourism were identified through a series of workshops in Vienna, Barcelona and Amsterdam and an Internet poll in 33 European countries under the experts and stakeholders, resulting in a structural framework for the development and marketing of city cultural tourism.
